The back of the image says “age about 18 years” but he did not enroll in the Navy until he was 20 years old.
My best guess is the hat says “USS Ohio Training Ship”. I can only see “…ing Ship” so that would be likely. If that is the case, the picture was likely taken in December of 1917 or January of 1918.
